According to the indonesian ministry of health (1982), there are 3 main areas of problems:
- problem with consumer
- problem with providers.
- environmental problems.

The problem of consumer is the problems of the public (health care consumer) that include health problems measured by pain rates and mortality rates. It is also a problem that is a state of public behavior that does not sustain healthy living. The problem with providers is the management problems that exist in health officials, program managers, which include planning, organizing, moving and evaluation.It directly affects both the management of health efforts and public health conditions.

The purpose of medical research and laboratory technology is closely related to the type of research conducted. Another objective of explorative research with development research, as well as verification research purposes. In addition to the basic research (fundamental research), there are also other objectives with applied research, action research, and evaluation research.
